Every owner of property located in a commercial or industrial zone, or a home occupation located within a residential zone, must obtain an annual business license and pay the prescribed fee.
License fees for all businesses and occupations located within Park City will be $125, payable annually by May 1. Apartment building owners with four or more units will pay by May 1 an additional $3 for every apartment unit above the first four units.

NOTE 1: Waukegan licenses all residential rental property and inspects all except owner-occupied two-units. License fees vary by number of rental units. Licenses must be displayed at the property.
NOTE 2: Basement bedrooms/apartments are prohibited with rare exceptions.
NOTE 3: Single-family rental homes are inspected annually. Others inspected every three years or 1/3 yearly.
NOTE 4: Sprinklers required above gas furnace and water heater.
NOTE 5: All sellers of residential real estate must apply for a Zoning Letter (1-2 units) or Zoning Certificate (3+ units) within 72 hours of offering the property for sale. Properties with more than three units must be inspected by the Fire Department prior to closing.

NOTE 7: Properties that meet the city’s definition of “vacant structures” are declared a public nuisance and must be registered. Ordinance 10-0-24 imposes maintenance standards, requires liability insurance.
